REFERENDUM FOR THE PEOPLE OF BYRON SHIRE - AUSTRALIA

"The People" are the universally acknowledged source of political authority for a democratic form of government. Their collective voice is called the "Will of the People" - something elected officials are duty-bound to implement to the best of their abilities. But, it's the responsibility of the People to organise themselves for the purpose of creating and projecting the "Will of the People" for their governments to implement.

Invitation to Vote

Currently in the Byron Shire, just 5 out of the 9 Councillors in the local government, i.e. just 0.036% of the community's 14,000 voters, can make all decisions on our behalf. This is because no process has been established to determine what the "Will of the People" is on those matters. Some Byron Shire community members are proposing an alternative to this situation, believing it would be highly beneficial for the People of Byron Shire to be able to agree on and make known their Will on any matter at any time.

All Byron Shire voters are therefore now being invited to help decide, by way of a People's Referendum, if a new government decision-making process, which is indisputably based upon the "Will of the People," is preferable to the current situation.

If the results of this Referendum demonstrate agreement on a new process for determining our local government decisions based upon an agreed Will of the People, then the agreement made by those who participate in determining what that Will is will carry the authority of the Collective Sovereignty of the Byron Shire people.

When the constitution of Australia was accepted by the Australian people by Referendum, only approximately 1/4 of the population were eligible voters and of them only 60% voted and only 72% of them voted "yes". This means that our Australian Constitution was approved based upon the vote of only 11% of the total Australian population of 4 million.

How many residents of the Byron Shire, 18 years of age or older, do you think need to participate in this Referendum to make its results valid?

QUESTION 2.
A number of people in the Byron Shire have studied processes for generating agreements of whole communities. They have selected the United People System, www.upworldgov.org, as the best available technology to use.
